What is the blogging software to allow millions of users to create their own blogs on a social networking site? Most of the software available is for a user to create their own bloag and put it on your page. Is there any blogging software available that can be used by any user to create your own blog, post comments on other blog, etc? Like MySpace? I am looking for software that works on the Windows platform.

No, it's tailor-made. Think about the hardware requirements to meet so many people at once. Need multiple servers working together, load balancing, database replication. Similarly, the software must be compatible with hardware optimized, and be very powerful in itself. Unless you have money to buy MySpace in themselves, do not wait get your hands on anything like that.
